Specific management methods and measures for wells in the "three high" area
in accordance with the spirit of the notice on strengthening the safety production work of exploration and development in the "three high" area and the implementation opinions on not strengthening well control work in the "first five year plan" issued by CNPC, our company has formulated specific management methods and measures for wells in the "three high" area in combination with the construction area and construction characteristics, as follows:
I The division of "three high" wells by workover companies
1. Deep natural gas wells: when the formation fluid fills the wellbore, it is predicted that the wellhead shut in pressure may reach 35MPa, which is more than 500 meters away from the residential area. There is no high-risk and hydrogen sulfide, but only "high-risk" well control risk
2. Fuyu urban wells: Urban wells are no more than 500 meters away from residential areas, there is no "high pressure" and hydrogen sulfide, and there is only "high risk" well control risk
definition of three high oil and gas wells:
⑴, "high pressure": high pressure oil and gas wells refer to wells that are based on the formation pressure provided by the geological design. When the formation liquid fills the wellbore, it is predicted that the wellhead shut in pressure may reach or exceed 35MPa
⑵. "High sulfur": high sulfur oil and gas wells mean that the content of hydrogen sulfide in formation natural gas is higher than 150mg/m? (100ppm)
⑶, "high risk": oil and gas wells in high-risk areas refer to places where people gather in villages, schools, factories, hospitals, markets and other places within 500m around the wellhead, storage sites for inflammables and explosives such as oil depots and explosives depots, surface water resources and industrial, agricultural and national defense facilities (including working tunnels for mining underground resources), or are located in rivers, lakes Wells on the beach and offshore contain toxic and harmful gases such as hydrogen sulfide (the content of hydrogen sulfide in formation natural gas is higher than 15mg/m? <10ppm) and carbon monoxide
II. Specific measures for construction wells in "three high" areas
1. Rules and regulations
in order to strengthen the well control work in the "three high" areas, the well control management system, wellhead control post responsibilities and shut in operation procedures, blowout out of control accident investigation system, etc. of the workover operation company were formulated and issued. The production department of the company has improved the emergency plan for blowout accidents of workover companies, including well control management rules and regulations covering the whole process of well control basic work, blowout prevention drill, emergency treatment of emergencies, etc
2. The choice of high-frequency fatigue testing machine in the construction area and equipment is in addition to testing the fatigue performance of metal materials
the well location of high sulfur oil and gas wells should be selected in the place with variable population and industrial and agricultural facilities within the radius of 500 meters with the wellhead as the center. Due to special reasons, the well location cannot be determined according to the above requirements. The construction party should organize relevant units and personnel to make emergency plans and repeated exercises, and do a good job in the coating and oil coated aluminum foil products developed by road Huyuan aluminum, which are the first domestic maintenance and environmental protection work, On the premise of ensuring the safety of people's lives and property and environmental protection in the said area, the construction can be carried out only after being approved by the competent leaders of the Oilfield Company and the relevant departments of the local government
generally, the distance between the wellhead of oil and gas wells and the wellhead of any well shall not be less than 5 meters; The distance between the wellhead of oil and gas wells in high-pressure and high sulfur oil and gas fields and the wellhead of any other well shall be greater than the length of the drill floor of the drilling rig used to drill the well, but the minimum distance shall not be less than 8 meters
proper height of derrick and substructure shall be considered in the selection of drilling rig, and reasonable space shall be reserved for installation, so as to provide necessary conditions for blowout rescue
the cumulative service time of BOP used in "three high" oil and gas wells should not exceed 7 years, and it should undergo strict pressure test before use, and all indicators must be qualified
in case of major changes in geological conditions or construction conditions during the construction process, the risk identification and evaluation of drilling or downhole operations should be carried out in time, safety and technical guarantee measures should be formulated, and the design should be modified, which can be implemented after approval according to the procedure
3. Improve the management system and strengthen management and supervision
the chief engineer is responsible for the research and formulation of well control technology management and measures for downhole operations, and strengthen the technical management of all links of well control from the beginning of design
(1) general oil and gas well engineering design is designed by the process Institute. The designers shall have on-site work experience and intermediate technical titles of corresponding majors, which shall be reviewed by the director or deputy director. Approved by the chief engineer or the leader in charge of technology; The engineering design of high pressure and high sulfur oil and gas wells should be designed by professional design units or departments with corresponding qualifications. The designers shall have on-site work experience and senior technical titles of corresponding majors. The design shall be reviewed by technical experts with corresponding professional professor level technical titles or above the enterprise level, and the design shall be approved by the chief engineer or technical leader of the construction party. Specific requirements for geological design and engineering design, review and approval of oil and gas wells in high-risk areas shall be made by each oil and gas field
(2) according to different contracting methods, professional supervisors with corresponding qualifications dispatched by the party shall carry out on-site supervision and inspection of key processes and key technologies in well control and safety of on-site construction operations according to geological design, engineering design and construction design. High pressure and high sulfur oil and gas well construction operations should be assigned supervisors to conduct on-site supervision throughout the process
(3) establish and improve well control management system and blowout accident investigation system. We should improve the well control management system from the management level to the post of operating yield strength, clarify the well control at all levels and posts, and carry out activities regularly. Not only the blowout accidents that have occurred should be investigated, but also the "three violations" and various major well control risks should be handled according to the principle of "four not letting go"
(4) for major construction and key technical links, relevant superior units and departments should arrange production technicians with corresponding capabilities to provide necessary and effective technical support for on-site work according to the degree of downhole accidents and complex situations
(5) the construction team engaged in "three high" oil and gas wells should specially arrange time before construction to train the whole team and cooperative construction personnel according to the characteristics of "three high" oil and gas wells, emergency plan drills, etc. The training shall focus on the technical disclosure of the geological design, engineering design, construction design, emergency plan, etc. of the well; Introduce the special geological, engineering, well control, safety, environmental protection and other problems and relevant requirements that may be encountered in the well; Publicize and implement the responsibilities, management systems and relevant technical standards and specifications of each post. The construction team is responsible for carrying out necessary publicity and training to the local people within the warning range, and contacting the local government to coordinate relevant matters
(6) all construction teams should have certificates. Only those with valid well control operation certificates can take up their posts to command and operate, and install well control devices according to the design requirements
(7) implement a well control technical measure, strengthen on-the-job observation and the 24-hour shift system of cadres, so as to achieve early detection and early treatment
(8) adhere to the blowout prevention drill. The blowout prevention drill should adhere to the principle of "fighting by shift and team". The driller should give full command and operate in strict accordance with the procedure requirements. After the drill, the driller and the cadre on duty should make a comprehensive and targeted comment, and make a blowout preventer drill record. The operation team should first do a good job in the well control risk identification of the well, make various emergency rescue plans in combination with the actual situation of the well, and do a good job in drilling, so as to have the ability to deal with sudden accidents
(9) establish a unified and coordinated system, working procedures and expert team of technical support and decision-making for complex situations and accident handling. When dealing with downhole complex situations and accidents, the Institute of technology will convene with the participation of relevant units and experts to jointly analyze and study countermeasures, unified organization, division of labor and cooperation, and close cooperation
